A fourth Human Rights Day passes and the bloodbath is still ceaseless in Syria where civilians are paying the dearest prices of all. From March 2011 until March 2012, the Syrian regime was majorly the only crime perpetrator in Syria before the beginning of the armed conflict. 98% of the victims were civilians who were killed by government forces. In November 2011, the Independent International Commission of Inquiry on the Syrian Arab Republic openly accused the Syrian government of committing crimes against humanity.
