أولاً: خلفية عن قضية استخدام الأسلحة الكيميائية في سوريا:
أصدرت الشبكة السورية لحقوق الإنسان 22 تقريراً تواكب فيها بشكل مستمر استخدام الأسلحة الكيميائية في سوريا، وقد سجلنا فيها النتائج الأولية التالية، ونعتبر قرارات مجلس الأمن كنقاط علام مرجعية:
ألف: النظام السوري:
أولاً: وثقنا ما لايقل عن 33 هجمة بالأسلحة الكيميائية من قبل النظام السوري قبل قرار مجلس الأمن رقم 2118 الصادر في 27/ أيلول/ 2013.
ثانياً: وثقنا ما لايقل عن 158 هجمة بعد قرار مجلس الأمن رقم 2118، وتوقيع النظام السوري على اتفاقية نزع الأسلحة الكيميائية.
ثالثاً: وثقنا ما لايقل عن 89 هجمة بعد القرار رقم 2209 الصادر في 6/ آذار/ 2015.
رابعاً: وثقنا ما لايقل عن 33 هجمة بعد القرار رقم 2235 الصادر في 7/ آب/ 2015 الذي قرَّر إنشاء آلية تحقيق مشترك.
خامساً: وثقنا ما لايقل عن 20 هجمة بعد إدانة لجنة التحقيق المشترك للنظام السوري، وتحديد مسؤوليته عن استخدام الأسلحة الكيميائية.
