تم الإعلان عن تأسيس الإدارة الذاتية في كانون الثاني/ 2014 وهي مكونة بشكل رئيس من حزب الاتحاد الديمقراطي والقوات التابعة له، وهو فرع حزب العمال الكردستاني في سوريا، وقد سجلنا في عدة تقارير سابقة الانتهاكات التي قام بها حزب الاتحاد الديمقراطي الكردي منذ عام 2012 حتى تشكيله ما أُطلق عليه الإدارة الذاتية، ثم بعد تشكيلها منذ عام 2014 حتى الآن.
وقد أكدنا عبر بيان سابق، أن هناك ارتفاعاً منهجياً ملحوظاً في عمليات الاعتقال التعسفي والاختفاء القسري وقمع الحريات على يد قوات الإدارة الذاتية، وذلك ضمن المناطق التي تمدَّدت وبسطت سيطرتها عليها، وقد انعكس ذلك بشكل خطير على جوانب الحياة في تلك المناطق وتدهورت حرية العمل في المجال الصحفي والسياسي بشكل أساسي.
