أولاً: الملخص التنفيذي:
في 30/ كانون الأول/ 2016 تم الإعلان عن اتفاق وقف إطلاق نار شامل في سوريا برعاية روسية - تركية، وأقرَّت الأطراف الموقعة على البيان، النظام السوري من جهة، وفصائل المعارضة المسلحة من جهة ثانية، وقف الهجمات المسلحة كافة بما فيها الهجمات الجوية، وإيقاف عمليات الاقتحام والتقدُّم البري، وتمَّ استثناء المناطق العسكرية الخاضعة لسيطرة تنظيم داعش (يطلق على نفسه اسم الدولة الإسلامية)، ومنذ دخول اتفاق أنقرة لوقف إطلاق النار في سوريا حيِّزَ التنفيذ شهدت مختلف المحافظات السورية تراجعاً ملحوظاً وجيداً نسبياً في معدَّل القتل، مقارنة مع الأشهر السابقة منذ آذار 2011 حتى
الآن، والحديث بشكل رئيس عن المناطق الخاضعة لسيطرة المعارضة المسلحة؛ لأنَّ مناطق سيطرة النظام السوري لا تخضع للقصف الجوي الكثيف اليومي والذي يُعتبر المتسبب الرئيس في قتل ما لايقل عن 60 % من الضحايا، وتدمير المباني وتشريد أهلها.
