السبت 28/ كانون الثاني/ 2017 تمَّ الإعلان عن تشكيل تجمع تحت اسم "هيئة تحرير الشام"، ويضم جبهة فتح الشام (جبهة النصرة سابقاً)، وفصيل أنصار الدين الذي يُعدُّ من التنظيمات الإسلامية المتشددة، وعدد من فصائل في المعارضة المسلحة (كتائب نور الدين الزنكي، جيش السُّنة، ولواء الحق)، وجاء هذا الإعلان بعد هجمات لتنظيم جبهة فتح الشام على مناطق تخضع لسيطرة عدد من فصائل المعارضة المسلحة وهم: "جيش المجاهدين وصقور الشام، فيلق الشام، تجمع فاستقم كما أُمرت، بعض المجموعات التابعة لحركة أحرار الشام الإسلامية في مناطق ريف إدلب الشمالي وريف حلب الغربي" وذلك بهدف كسب تأييد جديد من
الحاضنة الشعبية والسيطرة على موارد تلك الفصائل ومناطقها، معتمدة في ذلك على أصوليتها الدينية المتشددة، وعلى تخوين الفصائل التي شاركت في مؤتمر الأستانة، على الرغم من أن تلك الفصائل قد رفضت في الأستانة استهداف "جبهة فتح الشام".
