أولاً: منهجية التقرير:
الشبكة السورية لحقوق الإنسان هي منظمة حقوقية تأسست في حزيران/ 2011م، وهي جهة مستقلة، غير حكومية، غير ربحية، تهدف بشكل رئيس إلى توثيق الانتهاكات التي تحصل في سورية، وإصدار دراسات وأبحاث وتقارير بشكل دوري، بهدف فضح مرتكبي الانتهاكات كخطوة أولى لمحاسبتهم، وضمان حقوق الضحايا.
تجدر الإشارة إلى أنَّ الأمم المتحدة اعتمدت في جميع إحصائياتها الصادرة عنها في تحليل ضحايا النزاع، على الشبكة السورية لحقوق الإنسان كأبرز مصدر، إضافة إلى اعتماد الشبكة السورية لحقوق الإنسان لدى عدد واسع من وكالات الأنباء العربية والعالمية، والعديد من المنظمات الحقوقية الدولية.
