أولاً: المقدمة:
بخلاف ما أعلنه السفير الروسي لدى الأمم المتحدة فيتالي تشوركين، أن النظام السوري توقف عن استخدام البراميل المتفجرة، فإن عمليات الرصد والتوثيق اليومية التي تقوم بها الشبكة السورية لحقوق الإنسان تثبت بلا أدنى شك أن النظام السوري مستمر في قتل وتدمير سوريا عبر إلقاء مئات البراميل المتفجرة، وفي هذا التقرير نستعرض الحوادث التي تمكنا فيها من توثيق استخدام سلاح البراميل المتفجرة حصراً، بالمكان والزمان والصور، وهذا التقرير يصدر بشكل شهري عن الشبكة السورية لحقوق الإنسان.
نظراً لكون البرميل المتفجر سلاحاً عشوائياً بامتياز، ذو أثر تدميري هائل، فإن أثره لا يتوقف فقط عند قتل الضحايا المدنيين بل فيما يُحدثه أيضاً من تدمير وبالتالي تشريد وإرهاب لأهالي المنطقة المستهدفة، وإلقاء البرميل المتفجر من الطائرة بهذا الأسلوب البدائي الهمجي يرقى إلى جريمة حرب، فبالإمكان اعتبار كل برميل متفجر هو بمثابة جريمة حرب.
