المقدمة والمنهجية:
تعتمد الشبكة السورية لحقوق الإنسان منهجية عالية في التوثيق، عبر الروايات المباشرة لناجين أو لأهالي الضحايا، إضافة إلى عمليات تدقيق وتحليل الصور والفيديوهات وبعض التسجيلات الطبية، وبالرغم من ذلك لا ندَّعي أننا قمنا بتوثيق الحالات كافة، وذلك في ظل الحظر والملاحقة من قبل القوات الحكومية وبعض المجموعات المسلحة الأخرى.

إنَّ قصف القوات الحكومية بشكل مستمر ومنذ عام 2011 للمنشآت الطبية ومراكز الدفاع المدني، واستهداف أطراف النزاع المسلح وبشكل خاص القوات الحكومية للكوادر الطبية وكوادر الدفاع المدني بعمليات القتل والاعتقال، يدلُّ على سياسة متعمَّدة تهدف إلى إيقاع المزيد من القتلى، وزيادة معاناة الجرحى من المدنيين والمسلَّحين.
