أولاً: المقدمة:
تتبع بلدة مضايا محافظة ريف دمشق وتقع شمال غرب مدينة دمشق، يبلغ عدد سكانها حالياً ما لايقل عن 40 ألف معظمهم نازحون من مدينة الزبداني، فرض النظام السوري والميليشيات الشيعية الأجنبية الموالية له حصاراً عليها منذ نهاية عام 2013، ومع بداية تموز/ 2015 تحوّل الحصار إلى ما يُشبه السِّجن الجماعي، حيث منعت الحواجز العسكرية المحاصرة للبلدة وبعض الثكنات العسكرية المحيطة بها الأهالي من إدخال أية مواد غذائية أو طبية أو محروقات، إضافة إلى ذلك قامت قوات النظام السوري بزرع مئات الألغام المضادة للأفراد في الأراضي الزراعية المحيطة بالبلدة.
