منذ منتصف تشرين الثاني/ 2016 حتى اليوم تمكَّنت قوات النظام السوري والميليشيات الشيعية الأجنبية المقاتلة معه، وبدعم من الطيران الحربي الروسي عبر قصف عنيف مكثف، من السيطرة على 95% من أحياء حلب الشرقية التي كانت تخضع لسيطرة فصائل المعارضة المسلحة، وفي طريقها لتحقيق ذلك لم تعبأ بأي مبدأ من مبادئ القانون الدولي الإنساني، مرتكبة مئات الانتهاكات بشكل متكرر ويومي، يرقى كثير منها إلى مصافِّ جرائم الحرب، حيث قصفت المشافي والمدارس والأحياء السكنية بصورة فوضوية وأحياناً مُتعمَّدة وتسبب كلُّ ذلك بنزوح آلاف المدنيين من أحياء حلب الشرقية -بعضهم إلى مناطق تسيطر عليها
القوات الحكومية وبعضهم إلى مناطق تسيطر عليها قوات حزب الاتحاد الديمقراطي الكردي- في حين لا يزال ما يزيد عن 80 ألف مدني محاصر ضمن مساحة لا تتجاوز3 كم مربع في ما تبقى من مناطق تسيطر عليها فصائل المعارضة المسلحة.
