لقد خذل مجلس الأمن السوريين، فعلى امتداد نحو 6 سنوات من النزاع، قُتل نحو نصف مليون شخص وأجبر 11 مليونا آخرين على الفرار من منازلهم. ومؤخراً نفذت الحكومتان السورية والروسية وحلفاء لهما هجمات غير مشروعة على شرق حلب دون أدنى مراعاة لـ 250 ألف مدني محاصرين هناك. كما أطلقت جماعات معارضة مسلحة قذائف هاون ومقذوفات أخرى على أحياء مدنية غرب حلب، رغم أنه وطبقا لـ "المفوضية السامية للأمم المتحدة لحقوق الإنسان" فإن: "الغارات الجوية العشوائية في المناطق الشرقية من المدينة التي نفذتها القوات الحكومية وحلفاؤها هي المسؤولة عن الأغلبية العظمى من الخسائر في صفوف المدنيين".
لقد أعاقت روسيا جهود وقف هذه الفظائع ومحاسبة المسؤولين عنها، مع استمرارها في إساءة استخدام حق الفيتو في مجلس الأمن.
