المقدمة
شهدت أحياء مدينة حلب التي تخضع لسيطرة فصائل المعارضة المسلحة قصفاً يومياً مكثفاً من قبل القوات السورية والروسية، وذلك بعد يوم واحد من إعلان الهيئة العليا للمفاوضات تأجيل مشاركتها في مباحثات جنيف في 19/ نيسان الماضي.
وقد ساهمت بعض التصريحات السياسية عن تواجد جبهة النصرة في حلب في زيادة عنف وقسوة تلك الهجمات، واتُخذَت وكأنها مبرر لها، ولكن وعلى فَرَض تواجد جبهة النصرة أو حتى تنظيم داعش أو أي فيصل مسلح مهما كان، فإن هذا لايبرر قصف الأهداف المدنية التي تقع ضمن سيطرة أي فصيل عسكري بشكل عشوائي ودون مراعاة للتمييز بين مدني وعسكري..
