المقدمة
انضمت القوات الكردية إلى الجهات الفاعلة الرئيسة في سوريا منذ تموز/ 2012 حينما ظهرت قوات حماية الشعب "الجناح المسلح لحزب الاتحاد الديمقراطي" وانضم الحزب وقواته فيما بعد إلى قوات الإدارة الذاتية الكردية، التي أعلن عن تأسيسها في كانون الثاني/ 2014، وسيطرت على بعض المناطق في شمال وشرق سوريا، ويشكل حزب الاتحاد الديمقراطي الكردي وقواته النواة الرئيسة لما أُطلق عليه لاحقاً اسم الإدارة الذاتية.
قمنا بعدة مراسلات مع السيد صالح مسلم رئيس الحزب الديمقراطي الكردي، من أجل الإجابة وتفسير هذه الانتهاكات، لم نحصل على إجابة حتى لحظة إصدار هذا التقرير.
