مقدمة
تمييز هذا الشهر بدخول القوات الروسية كقوة رئيسة إضافية فاعلة في سوريا، وبلغت نسبة الضحايا من الأطفال والنساء الذين قتلوا على يد القوات الحكومية والقوات الروسية الموالية لها 39% من مجموع الضحايا المدنيين الذين قتلتهم تلك القوات، وهذا مؤشر واضح على عشوائية القصف واستهداف المناطق السكنية على نحو مقصود.
