مقدمة
تميز هذا الشهر بارتفاع بنسبة الضحايا من الأطفال والنساء الذين قتلوا على يد القوات الحكومية، حيث بلغت نسبتهم 40% من مجموع الضحايا المدنيين الذين قتلتهم تلك القوات، وهذا مؤشر واضح على عشوائية القصف واستهداف المناطق السكنية على نحو مقصود، كما ارتفعت أعداد الضحايا الذين قتلوا بيد تنظيم داعش رمياً بالرصاص عن قرب أو بقطع الرأس حيث بلغ عددهم 95 شخصاً، بينهم 81 مدنياً، معظمهم في محافظة دير الزور.
