* Kidnapping by an Armed Group in Eastern Gouta*


In the statement released on *8-11-2013*, the Unified Medical Office
in Eastern Gouta announced that one of its medical members, *Dr.Ahmad
Saleem* known as *Ahmad Al-Hor*, was kidnapped on *4-11-2013* by an armed
group on "Maliha-Harasta Al Qantara Road".

reliable source close to the abducted that the latter
has been kidnapped on one of the "transitory" checkpoints, 200km before *Beit
Naiem* cross-road, while he was driving a small grey Hyundai car, at 10:45
am, ten minutes after he had left *Mleiha *TO* Harasta Al Qantara*.
Apparently, the checkpoint was there purposely to kidnap *Dr.Ahmad *as it
was well-known to the residents of the area that there had been no
checkpoint at the above mentioned area-according to the same source. Prior
to that, an ambulance (the car of the same medical team) had been
inspected- by that checkpoint- ten minutes before the arrival of
*Dr.Ahmad*to the place where there were men dressed like 'Al Qaeda"
members, one of
whom was covering his face.

Since the Eastern Gouta is reigned over by the opposition armed
battalions, VDC calls for releasing *Dr.Ahmad* immediately, and bringing
his kidnappers, whoever they are, to justice. It also calls upon the Free
Syrian Army in the region to protect the civilians, especially the medical
cadres who are working in very difficult circumstances. At the same time,
the center urges all brigades and battalions in the region to adopt a
"pledge convention" that ensures a full protection for the medical cadres
and centers, and prevents all armed groups from attacking them.


Finally, *VDC* in Syria points out that the kidnapping of *Dr.Ahmad
Al-Hor* is an unprecedented incident in Eastern Gouta which has not
witnessed the state of security chaos witnessed by other "liberated" areas,
and that opening an investigation to go through the merits of the incident
and calling the aggressors to account constitute a basic step in combating
such cases of kidnapping and assaulting civilians.

*المختطف على يد "مجموعة مسلحة" في الغوطة الشرقية. *


في بيان صادر بتاريخ *08-11-2013 *من "المكتب الطبي الثوري الموحد في
الغوطة الشرقية" أعلن المكتب عن اختطاف أحد كوادره الطبية وهو الطبيب "*أحمد
سليم*" والمعروف باسم "*أحمد الحر*" في يوم الاثنين *04*-*11*-*2013* من قبل
مجموعة مسلحة على طريق "المليحة – حرستا القنطرة".

وقد علم مركز توثيق الانتهاكات في سوريا < https://www.vdc-sy.info/&gt ; من مصدر
موثوق مقرّب من المختطف أنّ أحمد اختطف من قبل إحدى الحواجز "الطيّارة" - قبل
مفرق "بيت نايم" ب 200 متر- أثناء توجهه من "المليحة" إلى "حرستا القنطرة"
حيث كان يستقل سيارة نوع "هونداي" رمادية اللون، صغيرة، الساعة الحادية عشرة
إلا ربع صباحاً بعد عشر دقائق من مغادرته المليحة، ويبدو أن الحاجز أنشئ فقط
لاختطاف الطبيب أحمد حيث أنه من المعروف من قبل الأهالي بعدم وجود أي حواجز
عسكرية في تلك المنطقة - بحسب المصدر ذاته - وكان قد تم توقيف سيارة اسعاف
تابعة للفريق الطبي نفسه وتفتيشها من قبل الحاجز نفسه قبل عشر دقائق من وصول
أحمد إلى الحاجز الذي كان أحد عناصره ملثماً لكن لا يبدو من لباسهم أنهم
ينتمون للجماعات القاعدة.

وحيث أن مناطق الغوطة الشرقية هي تحت سيطرة كتائب المعارضة، فإن مركز
توثيق الانتهاكات في سوريا يطالب بالعمل على الإفراج الفوري عن الطبيب *"أحمد
الحر*" وتقديم خاطفيه الى المحاسبة كائناً من كانوا، ويهيب بعناصر الجيش الحر
في المنطقة بحماية المدنيين وخصوصاً أعضاء الكوادر الطبية الذين يعملون في
ظروف بالغة الصعوبة، ويحث المركز في الوقت نفسه الألوية والكتائب في المنطقة
على تبني وثيقة عهد تؤمن الحماية الكاملة لجميع الكوادر والمقرات الطبية ومنع
التعرض لها من قبل أي فصيل مسلح.

ويشير المركز أخيراً إلى أن خطف الطبيب *"أحمد الحر*" يشكل سابقة خطيرة
في منطقة الغوطة الشرقية التي لم تشهد حالة الفوضى الأمنية التي شهدتها غيرها
من المناطق "*المحررة*"، وإنّ فتح تحقيق فيما حصل ومحاسبة المعتدين هو خطوة
أساسية في سبيل عدم تفشي ظواهر الخطف والتعدي على المدنيين.
