بيان صحفي
بتاريخ 19-5-2013 وفي حوالي الساعة 12 في منتصف الليل، خرج السيد المحامي
"عبد الله الخليل" رئيس المجلس المحلي في محافظة الرقة، من المركز
الإعلامي الكائن في شارع الكهرباء - شمالي مدينة الرقة - برفقة السادة:
أبو مصعب؛ رئيس المكتب الأمني في المجلس المحلي، والسيد أبو منار؛ أحد
أعضاء المكتب الأمني أيضاً، وشخص ثالث، حيث كانوا يستقلون سيارة نوع
"مرسيدس" تابعة للمكتب الأمني، وهم في طريقهم إلى منطقة المشلب شرقي
مدينة الرقة، حين استوقفتهم سيارة نوع "كيا ريو" سوداء اللون أمام مبنى
الهجرة والجوازات، لا تحمل أي رقم، ولم يكتب عليها اسم أية كتيبة أو لواء
او أي مجموعة أخرى، وطلبت منهم ابراز الهويات الشخصية، وأثناء عملية
التفتيش قاموا باشهار السلاح في وجه السيد عبد الله الخليل ومن معه بتهمة
أنّ السيد عبد الله من "الطائفة العلوية" وهو تابع للنظام؛ حيث حاول شرح
الموقف والتعريف عن نفسه بأنه رئيس المجلس المحلي لمدينة الرقة، إلا أنهم
لم يصدقوا ذلك وقاموا باعتقاله، عندها تمكن المدعو أبو مصعب من الهروب
منهم، بعد اطلاق النار عليهم.
اتجه المسلحون بالسيد عبد الله والاثنين الآخرين إلى مدخل مدينة الرقة،
وعند وقوفهم على حاجز عسكري تابع "لجبهة النصرة" استطاع المدعو أبو منار من
الهروب ايضاً، حيث أصيب بجروح طفية نتيجة اطلاق النار عليه من قبل الحاجز
نفسه، يُذكر أن السيارة السوداء نوعية "كيا ريو" كانت تقوم بعملية مراقبة
للسيد عبد الله الخليل من ظهر نفس اليوم الذي تم فيه عملية الخطف.
وبعد التحقيق في الموضوع من قبل المدعو أبو مصعب ( رئيس المكتب الأمني
في المجلس المحلي ) مع أحد أمراء جبهة النصرة، نفى الأخير أن يكون
المحامي خليل موجوداً عندهم، وقال بأن الحاجز قام بترك كل من كانو
موجوداً في السيارة يوم الحادثة، يُذكر أنّ السيارة السوداء نوع كيا
ريو، كا يقتادها خمسة عناصر مسلحين وملثمين لم تتبين هوياتهم حتى الآن.

إننا في مركز توثيق الانتهاكات في سوريا، نطالب بالكشف الفوري عن مصير
المحامي عبد الله خليل، والشخص الآخر الذي أختطف معه، ونحمل الجهات
الخاطفة أياً كانت، مسؤلية سلامتهم الجسدية، كما ندين في الوقت نفس كافة
عمليات الخطف التي تحدث دونما أية اعتبارات لكرامة المواطنين وسلامتهم.

Urgent action: To reveal the fate of Lawyer : Abdullah Al-khalil

Lawyer Abdullah Al-khalil , the head of the local council of AlRakka
Province has left the media's center,located in Alkhraba Street, North of
the city- at midnight of 19th of may 2013, accompanied with Abo Mos'ab the
head of security's office of the council, and with Abo manar , a member of
the security office, with a fourth person as well, they were all riding a
Mercedes car of the security's office, heading to Al-moshalab district
located at the east side of the city, when a non-plate black car ( Brand :
Kia, Rio ) asked them to stop in front of the Immigration and passports'
building, the car had no signs or printouts on its body that would usually
reveal to which brigade or battalion it may be affiliated. The men in the
car asked them to show their ID's, and upon searching the car, they
brandished their weapons, and Accused Mr.Khalil of being an alawite who
supports the regime, he tried in vain to explain that he is actually a
member of the local council, but the armed men never seemed to believe his
claim, and accordingly they arrested him, while his friend "Abo Mos'ab"
managed to run away, after being shot.



The armed men headed with Abdullah and his companions to the entrance of
the city, and upon stopping at a checkpoint affiliated to Al-Nosra's
front, Abo manar managed to escape as well, after being shot by the armed
men who were in charge of the checkpoint, it is worth mentioning here,
that the Black car that has eventually kidnapped Mr.Abdullah, was keeping
him under surveillance since noontime of the same day.

Upon questioning a leader in Al-Nosra's Front by Abo mos'ab the head of
council's security's office, the latter denied kidnapping Mr.Abdullah, and
said that their fighters stationed on that checkpoint, haven't arrested
any of the armed men in the black car on that evening, it is worth
mentioning here that five armed and masked men were riding that car on
that evening.

we at the violations documentation center call for immediate disclosure on
the fate of Lawyer Abdullah Al-khalil and his companion who was kidnapped
as well, and we held the kidnapping entity-Regardless who they are- the
full responsibility of their Physical and mental well-being, and at the
same time we condemn any kidnapping act that would offends people's
dignity and safety .
