  Dear all, Enclosed is: Press Statement: An Urgent Appeal to Find Out the Merits of the Arrest of a Number of Displaced People from the City of Mou'adamieh "From Starvation to Arbitrary Arrest" *Violation Documentation Center in Syria* has found out from many sources that part of the sheltering center – an under construction educational complex in Qudsaya Suburb in Damascus Countryside that had received hundreds of people who were displaced from Mou'adamieh to Qudsaya - has been transformed into an informal " detention and interrogation center" for the Air Force Intelligence Branch and the Political Security Branch( Al Jebeh Branch) as the center has begun receiving numbers of displaced people after they were evacuated- under the auspices of Syrian Arab Red Crescent- due to the heavy siege imposed by the regime's army on the residents of Mou'adamieh since 01-03 – 2013, which caused a great human suffering and the death of many children out of starvation. According to the same sources, the place is divided into two sections for interrogation and detention: one for men and the other is for women where hundreds of displaced people- estimated by 400 till now- have been interrogated before some of them were released by the security authorities responsible for the detention center, while many others are still under arrest. Violation Documentation Center in Syria strongly condemns this arbitrary arrest against the civilians who survived starvation in Mou'adamieh, their illegal detention and the possibility of being subjected to torture there. Accordingly, it calls on the International Committee of the Red Cross and all humanitarian and relief organizations to shoulder their responsibility, go into the merits of the matter, open an immediate investigation , and claim the Syrian government an unconditional and immediate release of the detainees, especially that transferring and sheltering the displaced have been carried out in coordination with the Syrian Arab Red Crescent , which was the primary coordinator for this evacuation process . Violation Documentation Center in Syria – *VDC* November 2013 **Satellite image shows the location of the sheltering centre* 33°32'18.24"N 36°11'5.73"E ------------------------- الأعزاء في المرفق التالي: *"*بيان صحفي" نداء عاجل للوقوف على حيثيات اعتقال عدد من النازحين من مدينة المعضمية "من ضحايا خطر الموت جوعاً إلى ضحايا الإعتقال التعسفي" علم مركز توثيق الانتهاكات في سوريا ومن مصادر عديدة بأن مركز الإيواء - وهو بناء مجمع تربوي تحت التأسيس في ضاحية قدسيا في ريف دمشق والذي كان قد استقبل المئات من النازحين القادمين من مدينة المعضمية، ريف دمشق- الى مدينة قدسيا في ريف دمشق - قد تمّ تحويل جزء منه الى "مركز تحقيق واعتقال" غير رسمي تابع لفرع المخابرات الجوية وفرع الجبة – الأمن السياسي، حيث كان المركز قد بدأ باستقبال دفعات من النازحين بعد أن تم إجلائهم برعاية الهلال الأحمر العربي السوري نظراً للحصار المطبق والكامل الذي فرضه جيش النظام على سكان مدينة المعضمية منذ تاريخ 01-03- 2013 والذي تسبب بمعاناة إنسانية كبيرة ووفاة العديد من الأطفال جوعاً. وبحسب المعلومات الواردة للمركز أيضاً، فقد علمنا أن المكان يحتوي على قسمين للتحقيق والاعتقال: أحدهما مخصص للرجال والثاني مخصص للنساء – وذلك بحسب المصارد ذاتها – حيث خضع فيه المئات من النازحين للتحقيق، والذي قدّر عددهم ب 400 محتجز ومحتجزة حتى الآن، قبل أن يتم اطلاق سراح العشرات منهم من قبل الجهات الأمنية المسؤلة عن مكان الاحتجاز هذا ويتم الاحتفاظ بقسم كبير منهم. إن مركز توثيق الانتهاكات في سوريا، إذ يُدين بأقسى العبارات هذا الاعتقال التعسفي بحق المدنيين الناجيين من الموت جوعاً في مدينة المعضمية، واحتجازهم اللاشرعي وامكانية تعرضهم للتعذيب هناك، فإنّه يطالب في الوقت نفسه اللجنة الدولية للصليب الأحمر وجميع المنظمات الإنسانية والإغاثية المعنية بتحمل مسؤلياتها والوقوف على هذا الموضوع وفتح تحقيق فوري، والعمل على مطالبة الحكومة السورية بالإفراج الغير مشروط والفوري عن المعتقلين والمعتقلات، خاصة أن عملية نقل وإيواء النازحين تمت بتنسيق الهلال الأحمر العربي السوري والذي كان المنسق الأساسي لعملية الإجلاء هذه. *مركز توثيق الانتهاكات في سوريا* *تشرين الثاني / نوفمبر 2013* **صورة بالقمر الصناعي تحدد موقع مركز الإيواء* 33°32'18.24"N 36°11'5.73"E ----------------------- Violation Documentation Center in Syria E-mail: editor@vdc-sy.org Websit: www.vdc-sy.org Facebook: www.facebook.com/vdcsy Twitter: twitter.com/VDC_Syria [image: صورة مضمّنة 1]
